Continuing the Arizona Substance Abuse Partnership

Executive Order 2025-05

(Amending and Superseding Executive Order 2023-17)

WHEREAS, the misuse and abuse of alcohol, tobacco, vapes, electronic cigarettes, and prescription, over-the-counter, synthetic, and other drugs causes injuries, illness, and fatalities, which contribute to extensive financial costs to the criminal justice, child welfare, health, and healthcare systems, and to the State’s economy as a whole; and

WHEREAS, the State of Arizona is committed to improving the health and safety of children, youth, families, and other community members, and to promoting recovery by reducing the societal and economic costs associated with substance misuse and abuse, the number of lives detrimentally impacted and lost, and human suffering; and

WHEREAS, evidence-based research, prevention, enforcement, and treatment practices will improve the lives of children, youth, families, and other community members across Arizona; and

WHEREAS, data and research have demonstrated that substance misuse and abuse are preventable and that recovery from substance abuse is possible for everyone.

NOW, THEREFORE, I, Katie Hobbs, Governor of the State of Arizona, by virtue of the power vested in me by the Arizona Constitution and the laws of this State, hereby continue the Arizona Substance Abuse Partnership (the “ASAP”) and order and direct as follows:

  1. The Governor’s Office of Youth, Faith and Family (GOYFF) shall serve as the lead entity for the administration of the ASAP.
  2. The Governor’s designee(s) shall serve as Chair or Co-Chairs.
  3. The membership of the ASAP shall be comprised of no fewer than nineteen (19) and no more than twenty-six (26) members who shall be appointed by and serve, without compensation, at the pleasure of the Governor. To the extent practicable, members shall include the following:
    1. One representative from each of the following:
      1. Substance Abuse Coalition
      2. A substance abuse treatment service provider
      3. A substance abuse prevention service provider
      4. The business community
      5. State or local law enforcement
      6. Federal law enforcement
      7. United States Department of Veterans’ Affairs
    2. A tribal member
    3. An individual with lived experience with substance abuse treatment
    4. A veteran, reservist, member of the National Guard, or retired or active duty military member
    5. The Director or designee of the following governmental entities:
      1. Attorney General’s Office
      2. Governor’s Office of Youth, Faith and Family
      3. Department of Corrections
      4. Department of Juvenile Corrections
      5. Administrative Office of the Courts
      6. Department of Economic Security
      7. Department of Health Services
      8. Arizona Board of Behavioral Health Examiners
      9. Arizona Health Care Cost Containment System
      10. Department of Liquor Licenses and Control
      11. Department of Public Safety
      12. Governor’s Office of Highway Safety
      13. Arizona Criminal Justice Commission
    6. Substance Abuse Epidemiology Work Group Chair
    7. Membership may include ex-officio members as deemed necessary or appropriate
  4. The ASAP members will be required to attend at least 50% of meetings annually.
  5. The ASAP shall have an epidemiology work group to collect and report on substance misuse and abuse and consequence-related data and resource information to help guide a data-driven decision-making process. The ASAP may form additional substance-specific or issue-specific workgroups as necessary.
  6. The ASAP, which initiates and supports improvements in substance abuse policy, develops dynamic partnerships, participates in informed planning processes, assists with coordinating efforts supported by program evaluations, and shall have duties and responsibilities, including, but not limited to, the following:
    1. Compile and summarize information and data on substance misuse and abuse and associated consequences and correlates, including mental illness and emerging trends, through a collaborative and cooperative data-sharing process. Identify and address data gaps in order to provide a comprehensive picture of substance misuse and abuse in the State.
    2. Utilize evaluation and research reports to promote the most effective and evidence-based programs, policies, and practices across the State and make recommendations for modification as needed.
    3. Encourage state and local partnerships to engage in shared planning processes and build the capacity of local communities to meet identified needs and maximize resources.
    4. Identify and share effective practices to integrate strategies across systems that will leverage existing funding and increase access to services at the community level.
    5. Analyze current state and federal laws and programs governing substance misuse and abuse prevention, treatment, and enforcement, and recommend any changes that would enhance the effectiveness of these laws or programs.
    6. Recommend specific drug and alcohol-related policy and budget line items for consideration by Arizona State agencies and/or the Arizona Legislature.
  7. The status of the ASAP will be reviewed no later than December 31, 2027 to determine appropriate action for its continuance, modification, or termination.
  8. The ASAP shall prepare an annual report of its activities by July 31 of each year.
  9. This Executive Order shall not confer any legal rights or remedies upon any person and shall not be used as a basis for legal challenges to any action or inaction of a State Agency, officer, employee, or agent thereof.
  10. If any provision of this Executive Order or its application to any person or circumstance is held invalid by any court of competent jurisdiction, such invalidity does not affect any other provision or application of this Executive Order which can be given effect without the invalid provision or application. To achieve this purpose, the provisions of this Executive Order are declared to be severable.

This Executive Order amends and supersedes Executive Order 2023-17.
