Continuing the Governor’s Commission on Service and Volunteerism
Executive Order 2025-03
(Amending and Superseding Executive Order 2023-19)
WHEREAS, Arizona needs more volunteers to address many of its unmet social, educational, environmental, and public safety needs; and
WHEREAS, promoting the potential of Arizona’s people, communities, and enterprises is vital to the prosperity of the State; and
WHEREAS, building and encouraging community volunteer service is an integral part of the State’s future well-being and requires cooperative efforts by the public and private sectors; and
WHEREAS, promotion of the potential of Arizona’s youth is vital to the prosperity of the State; and
WHEREAS, pursuant to the Serve America Act and the National and Community Service Act of 1990 and the AmeriCorps Regulations at 45 CFR §§ 2550.10 - 2550.110, Arizona needs an administrative vehicle through which to receive a distribution of approved national service positions.
NOW, THEREFORE, I, Katie Hobbs, Governor of the State of Arizona, by virtue of the power vested in me by the Arizona Constitution and laws of this State, hereby order and direct as follows:
- The Governor’s Commission on Service and Volunteerism (the “Commission”) is hereby continued so as to advise and assist in the development and implementation of a comprehensive, statewide plan for promoting volunteer involvement and citizen participation in Arizona, as well as serve as the State’s liaison to national and state organizations that support the Commission’s mission.
- The Commission will be composed of no fewer than fifteen (15) and no more than twenty-five (25) voting members in compliance with federal guidelines as described in the Serve America Act and National and Community Service Act. Members of the Commission shall be appointed by the Governor to staggered, renewable three-year terms and shall serve without compensation at the pleasure of the Governor.
- The membership of the Commission shall include, but is not limited to, the following:
- A representative of a community-based agency or organization in the State;
- The Superintendent of Public Instruction or designee;
- A representative of a local government in the State;
- A representative of a local labor organization in the State;
- A representative of business;
- An individual between the ages of 16 and 25 who is a participant or supervisor of a service program for school-age youth, or of a campus-based or national service program;
- A representative of a national service program;
- An individual with expertise in the educational, training, and development needs of youth, particularly disadvantaged youth;
- An individual with experience in promoting the involvement of older adults (age 55 and older) in service and volunteerism;
- A representative of the volunteer sector;
- A representative from a tribal entity and/or nation; and
- Such other members as the Governor determines are appropriate.
- A representative of the Corporation for National and Community Service must serve as an ex-officio non-voting member of the Commission.
- Not more than 25% of the Commission members may be employees of State government, though additional State agency representatives may sit on the Commission as ex-officio non-voting members.
- As required by federal law, not more than 50% plus one of the Commission’s voting members may be from the same political party.
- The Chair shall be selected by the Commission. The Commission Chair must be an appointed, voting member of the Commission.
- Members of the Commission may send designees to serve on the Commission; provided, however, that such designees shall have been delegated by the member with full authority to vote and otherwise act on behalf of the member.
- The Commission, in alliance with the Governor’s Office for Youth, Faith and Family (GOYFF), shall:
- Prepare the three-year state service plan as called for under the Serve America Act, National and Community Service Act, and 45 C.F.R. § 2550.80;
- Conduct local outreach to develop a comprehensive and inclusive state service plan and coordinate with existing programs to promote efficiency;
- Integrate AmeriCorps programs into the state service plan;
- Be provided the opportunity to review and approve submission of applications for federal funding of AmeriCorps programs;
- Provide technical assistance to service programs, including the development of training methods and curriculum materials;
- Develop a statewide recruitment and placement system for individuals interested in community volunteer service opportunities;
- Fulfill all other duties required of the Commission by federal law or regulation; and
- Prepare an annual progress report for submission to the Governor by December 31 of each year.
- GOYFF shall serve as the lead agency for the administration of the Commission as is deemed appropriate and necessary to fulfill the objectives of this Order. Additionally, all State agencies shall provide reasonable assistance to the Commission as requested in order to ensure a fully coordinated state effort for promoting national and community service.
- The Commission shall be reviewed by the Governor’s Office no later than December 31, 2027, to determine appropriate action for its continuance, modification, or termination.
- This Executive Order shall not confer any legal rights or remedies upon any person and shall not be used as a basis for legal challenges to any action or inaction of a State Agency, officer, employee, or agent thereof.
- If any provision of this Executive Order or its application to any person or circumstance is held invalid by any court of competent jurisdiction, such invalidity does not affect any other provision or application of this Executive Order which can be given effect without the invalid provision or application. To achieve this purpose, the provisions of this Executive Order are declared to be severable.
This Executive Order amends and supersedes Executive Order 2023-19
