Growing a Thriving Economy
- Since Governor Hobbs took office, Arizona’s economy has grown by more than 100,000 jobs, with the lowest unemployment rate in Arizona history and more Arizonans employed than ever before.
- Arizona leads the nation in semiconductor jobs, investment, and supplier expansions, securing more than $100 billion in private investment and creating tens of thousands of good-paying jobs.
- Helped 750,000 Arizona working families with rising costs by providing tax rebates of up to $750.
- Created the State’s Workforce Cabinet and launched the Talent Ready AZ workforce and education initiative, including BuilditAZ Apprenticeship Initiative, Future48 Workforce Accelerators, and ReadyTechGo to connect Arizonans to good-paying jobs in booming industries and ensure all Arizonans benefit from our growing economy.
- Launched the $5 million Arizona Microbusiness Loan Program to leverage private investment and expand critical access to capital for entrepreneurs.
- Secured $156 million to improve access to rooftop and neighborhood solar generation, which will save Arizona families over $164 million in energy costs.
- Secured $74.6 million to provide up to $14,000 per participating household to perform energy efficiency upgrades in their home.
- Expanded Arizona’s business with key projects advancing semiconductors and clean energy:
- TSMC’s $65 billion expansion in North Phoenix, the largest international investment in US history
- LG Energy Solution $5.5 billion gigafactory in Queen Creek, the largest standalone battery project in North America
- American Battery Factory’s two million square foot gigafactory in Tucson
- Amkor’s $2 billion facility in Peoria, reshoring critical component of the semiconductor supply chain
- Intel’s $32 billion expansion in Chandler, building essential capacity for America’s chip-making capacity
- Stood up against bad California policy that will cut Arizona’s gas supply and increase prices at the pump.
- Provided $12 million in state general funds to support child care needs for low-income Arizona families. Also provided a one-time child care payment to cover the registration fees for families in the Subsidized Child Care Program via DCS.
- Enacted state heat emphasis plan and additional safety plans to support workers, including an agreement with TSMC for enhanced safety at their construction site with more than 12,000 workers.
- Led multiple international trade missions, opened new first Arizona’s first trade offices in Asia in Taiwan and South Korea, and successfully relaunched the Arizona Mexico Commission, bringing billions in investment and good jobs to the state.
Lowering the Cost of Housing
- Secured a historic level of investment in housing, including $165 million in FY24 to create thousands of units of affordable housing for working class Arizonans in the first year alone.
- Secured funding to expand homeownership opportunities for more than 500 middle-income and rural first time homebuyers through the Arizona is Home program.
- Maximized the use of federal Low Income Housing Tax Credits to fund 15 new affordable housing projects, including 7 in rural areas, totaling 1,049 units.
- Signed four pieces of legislation to cut housing regulations and lower costs for everyday Arizonans.
- Reinstated Governor’s Interagency and Community Council on Homelessness and Housing.
- Signed bipartisan legislation to expand financial relief to displaced mobile home residents.
- Allocated $5 million in civil legal aid services to combat the growing eviction crisis.
Keeping Arizona Families Safe and Secure
- Invested more than $25M to help serve crime victims, improve safety, and reduce future impacts of violent crime. This effort includes funding victim services at local agencies and nonprofits, such as domestic violence shelters and child abuse programs.
- Created the SAFE (Stopping Arizona’s Fentanyl Epidemic) Initiative to crack down on drug trafficking, support local law enforcement, and deliver treatment to Arizonans affected by the opioid crisis.
- Signed the Ashley Dunn Act to establish minimum sentences for high volume fentanyl traffickers.
- Launched Operation SECURE, deploying the National Guard and Arizona State Troopers to the border and establishing a Border Coordination Office in the Department of Homeland Security to coordinate border operations.
- Directed over $84 million to local law enforcement to assist with drug interdiction, fight human trafficking, and secure the border.
- Signed SB1371, which requires law enforcement agencies to provide victims of domestic or sexual violence with one free copy of their police report and prioritize the release of the report so victims can obtain documentation for court orders of protection or injunctions against harassment.
- Invested $44.1M in the Arizona Department of Public Safety's land mobile radio expansion and upgrades to improve communication and interoperability among law enforcement, helping them respond to and reduce violent crime.
- Secured $19.25 million through FEMA’s Shelter and Services Program to support sheltering and services for non-citizen migrants released from U.S. Customs and Border Protection custody. This funding bolsters Arizona’s ability to ensure safe, humane care and public safety along the border.
- Established a Women’s Services Office within the Department of Corrections, Rehabilitation and Reentry to manage programming, healthcare, and policies specific to incarcerated women's needs.
- Lowered the Department of Corrections Rehabilitation and Reentry staffing vacancy rate to under 18%.
- Updated youth uniforms for the Adobe Mountain School to align with traditional school attire rather than traditional correctional environment attire.
- Launched a Dialectical Behavior Therapy pilot program within the Department of Juvenile Corrections to train staff in administering this type of talk therapy and providing youth additional wellness time to practice skills gained through therapy.
Securing Arizona’s Water Future
- Canceled one Fondomonte lease in Butler Valley and refused to renew three others to stop unchecked groundwater pumping by a big corporation and protect Arizona’s water future.
- Brokered historic 2023 Colorado River agreement with neighboring states to conserve Arizona’s water and avoid forced, draconian cuts from the federal government. Because of Governor Hobbs’ leadership, no Arizonan will be forced to cut water use under the 2023 agreement.
- Worked across the aisle and passed legislation to give Rio Verde Foothills’ residents access to a reliable water source, and then cracked down on bad actor developers in the area attempting to exploit loopholes in water supply laws.
- Convened the Water Policy Council to provide recommendations on Arizona’s most pressing water management challenges.
Creating a Resilient and Sustainable Arizona
- Secured $21.5 million to invest in projects across the state that will improve the reliability and resilience of the electric grid, preventing future outages and delivering reliable electric service to Arizonans.
- Expanded opportunities for transmission projects to be permitted through common-sense permitting reform that preserved environmental protections while expediting the permitting process.
- Developed the state’s first Extreme Heat Preparedness Plan, creating the nation's first statewide Chief Heat Officer role and expanding cooling center access to strengthen Arizona’s response to environmental challenges.
Expanding Healthcare and Reproductive Freedom
- Protected women’s freedom to make reproductive healthcare decisions by championing and signing legislation to repeal the state’s Civil War-era total abortion ban.
- Launched an initiative to eliminate up to $2 billion of medical debt for up to one million Arizonans through a partnership with RIP Medical Debt.
- Signed an Executive Order to protect doctors and women who provide, obtain, or assist with an abortion from being prosecuted by extremist county attorneys.
- Expanded KidsCare eligibility to provide low- or no-cost healthcare for 10,000 more children living in low-income households.
- Took action to allow Arizonans to access contraception without a doctor’s prescription, and instructed state agencies to identify ways to promote access to low- or no-cost contraception options for all Arizonans.
- Led efforts to implement major regulatory reforms to improve quality of care in long-term care and other residential healthcare settings.
- Guided AHCCCS and ADHS through comprehensive policy reforms needed to crack down on fraud, waste, abuse, and exploitation within the Medicaid system, saving hundreds of millions in taxpayer dollars.
- Created paid parental leave and expanded family sick leave benefits for State employees.
- Removed the prohibition on covering medically necessary gender-affirming care within the State health plan.
- Barred State agencies from funding, promoting, or supporting conversion therapy for minors.
- Instructed ADHS and AHCCCS to initiate comprehensive reforms to curb billions of dollars of fraud within the American Indian Health Program.
Enhancing Arizona’s Infrastructure
- Investing $1 billion in federal funds to ensure all Arizonans are connected to quality, affordable, high-speed internet, especially in Arizona’s rural and Tribal communities.
- Worked across the aisle to put a Prop 400 extension, now Prop 479, on the ballot, which was passed by the voters and will provide nearly $15 billion in transportation investments and create hundreds of thousands of jobs.
- Worked with Tribal partners to secure a $95 million INFRA federal grant for the I-10 Widening Project between Phoenix and Casa Grande.
- Relaunched the Greater Arizona Development Authority to invest more than $100 million in rural and Tribal public infrastructure and spur economic development across the state.
Secured $200 million in public infrastructure investment to support the development of key manufacturing facilities, including Intel, TSMC, and LG Energy Solution, working with private sector and local government partners. - Secured $500,000 federal grant to study and develop a plan to reestablish Amtrak service between Phoenix and Tucson. The Executive Budget included $3.5 million in State funds for the planning effort.
- Increased funding for AZ State Match Advantage for Rural Transportation Fund by $12.5 million and expanded eligibility to assist local governments, Tribal communities, and ADOT in competing for federal discretionary surface transportation grants.
Investing in Public Education
- Secured over $675 million to improve and construct school facilities, continuing to fund the School Facilities Division at its highest point in 15 years.
- Created the Arizona Community College Workforce Scholarship Program that is helping thousands of Arizonans earn a credential or degree.
- Invested $72 million into the AZ Healthy Tomorrow initiative to train the next generation of Arizona healthcare workers at our public universities.
- Appropriated $300 million in FY 2024 for a one-time state aid supplemental increase to public education.
- Appropriated $3 million for educator professional development and an additional $2 million to support new teachers coming into the profession.
- Established an Educator Retention Task Force to elevate educator voices and issue recommendations to support educator retention.
- Invested $3 million to expand dual enrollment in Arizona.
- Supported FAFSA completion efforts with an investment of $500,000 that enabled the Finish Line to the FAFSA campaign that supported 17,000 additional students in completing their FAFSA and having a path to college.
- Removed barriers for students to access school meals by appropriating $3.8 to waive the reduced-price co-pay for qualifying students, and implemented the SUN Bucks program to bridge the summertime gap for school meals in the summer for 700,000 students.
- Increased access to higher education for Tribal communities with historic investments in Tribal colleges, including $10 million for capital projects at Dine College, $2 million for Tohono O'odham Community College, and $2 million for San Carlos Apache College.
- Signed HB 2246, bipartisan legislation that allows Arizona schools to seek the Purple Star designation, which identifies schools that have structures in place to support the educational and social-emotional challenges military-connected children face during school transitions, impacting 14,322 active-duty children and 17,052 National Guard and reserve children in Arizona.
