All certified Disadvantaged Business Enterprises (DBEs) can located at www.azdbe.org. To be certified as a DBE, a firm must meet USDOT regulation requirements. The Arizona Department of Transportation and the Cities of Phoenix and Tucson are the sole entities certifying DBEs in Arizona. This website includes the names, locations and types of work performed by DBEs. It also includes the DBE application paperwork and contact information for the partners. If you are interested in becoming certified, firms located in Maricopa County are encouraged to apply with ADOT or the City of Phoenix. Firms in the City of Tucson - Tucson. All other firms, statewide, should apply with ADOT.

The City of Phoenix Minority, Woman, and Small Business Enterprise Program (MBE/WBE/SBE) was established to provide opportunities for traditionally underutilized local firms to participate in procurement and construction subcontracting opportunities offered by the City. Program services include the certification of Maricopa County firms wishing to participate in the program, training, technical support, networking opportunities with City staff and prime contractors, SBE bid incentives on goods and general services, and a subcontracting goals program for the utilization of certified MBE/WBE/SBE firms on public works contracts.
