State Equal Opportunity Guidelines and Manual

The mission of the Governor's Office of Equal Opportunity (GOEO) is to prepare, revise and administer the State of Arizona Equal Opportunity Guidelines for equal employment opportunity and economic growth as outlined in Executive Order 93-20. In doing so, the Governor's Office of Equal Opportunity:

  • Guides the State Agency Equal Opportunity planning process, provides technical assistance and training to agency leadership, Equal Opportunity liaisons, and supervisory staff;
  • Administers a complaint process for current and former State of Arizona employees;
  • Works in conjunction with the Arizona Commerce Authority to develop and initiate programs designed to promote economic growth in low income and minority communities including minority and women-owned businesses.

The following information is provided to inform State Agency Directors, their designated equal opportunity liaisons, supervisors and state employees about the guidelines, executive orders, reports and programs designed to advance economic and equal employment opportunities for all citizens. These documents also outline the requirements for annual State Agency Equal Opportunity plans and provide information on State of Arizona efforts to promote equity in procurement.

Information describing the legal requirements for claims of employment discrimination is provided via links to relevant Federal and State equal employment laws and executive orders.
